The site at 2 Morgan Drive is in a research and development zoning district, which doesn’t allow senior living facilities or senior assisted living facilities.
Therefore, the property owner, Radio City Ventures LLP, has asked the village to add those uses to that zoning district through a special permit.
Maplewood, which operates five assisted living and memory care facilities in Connecitcut, plans to buy the 5,716-acre property, which was transferred to Mount Kisco in the mid-1980s and immediately sold to Radio City Ventures LLC.
The applicant, which would apply for a special permit to operate the facility, has said it would apply for the Brownfield Cleanup Program to address the residual contamination on the property from its days as a sewage treatment plant.
The maximum height of the principal building would be 52 feet, with a maximum length of 400 feet.
While the area was originally intended to be developed as an industrial park, the demand for manufacturing, research and development facilities declined as the nature of the village changed.
Prior to the late 19th century Mount Kisco was an industrial area, with factories lining the Kisco River area. However, an outbreak of malaria caused leaders to drain Kirby Pond in 1888, thinking it was the cause. The pond was a major power source for industries, most of which closed down or relocated. Many employees moved south to the Newark area, according to the Mount Kisco Historical Society.
The applicant has asked its petition to be referred to the planning board.
Mapplewood’s other locations include Darien, Danbury, East Norwalk, Newtown, Orange and Bethel, as well as Chardon, Ohio.
