National Weather Service Doppler Radar indicated flash flooding as a result of a storm near Tappan, N.Y.

The warning covers Westchester, Rockland and northeastern Bergen County in New Jersey.

The National Weather Service warns motorists not to drive into water-covered roadways and that most flood deaths occur in automobiles.

Flood waters are usually deeper than they appear, said the weather service, noting one foot of flowing water is powerful enough to sweep vehicles off the road.
