It is believed Obama will make his speech sometime in the mid afternoon at Sunset Cove Restaurant, which overlooks the bridge.

Obama will use the backdrop of the bridge and the New NY Bridge construction in Tarrytown to press Congress to provide funding for road and bridge repairs nationwide.

Several Tarrytown commuters reported getting flyers on cars in the Tarrytown train station parking areas saying lots would be closed Wednesday. Village officials met Monday afternoon to review roads and other details.

The Village sent the following to parking permit holders.

"Please be advised that on Wednesday, May 14, 2014, numerous areas of non-resident parking will be closed due to a special event. Parking Permit holders are advised to seek street parking along West Main Street (4-hour restriction will not be enforced), the temporary permit lot, the recreation lot, and the senior citizen center lot. Additional parking will be available in the Walgreens parking lot, northeast section only. Any other areas of this lot will be subject to being towed."

Metro-North notified riders that trains would not stop at the Tarrytown station between 2:45 and 4 p.m. Wednesday, which may predict a time frame for the President's visit.

Obama will spend much of this week highlighting the issue of funding infrastructure projects, according to multiple reports. The Federal Highway Trust Fund is expected run dry by late August and aid to states will be delayed and workers will be laid off at construction sites nationwide without the action of Congress.

Obama is expected to highlight steps the administration has taken to cut red tape, modernize the federal permitting process and reduce the timelines for approving projects, according to a statement issued by the White House.

The Obama administration sent Congress a four-year, $302 billion transportation plan in April with a plan to fund $150 billion into transportation programs beyond the money raised through fuel taxes.
