Under the program, which was approved at the board's meeting on Monday, Nov. 24, an entity called the Energy Improvement Corporation (EIC) will work on Mount Kisco's behalf to make loans available. The loans will be made based on criteria that require applicants to be current on their existing mortgages and property taxes, and for the energy improvements to generate cost savings greater than what is charged.
Under the program, owners will be charged for the loan through tax statements. The village, in turn, would send the payments to the EIC.
The program will be under the Energize NY brand name.
The board approved the program by a 3-1 vote. Deputy Mayor George Griffin was absent.
Trustee Karen Schleimer voted against it and noted the village's collection role. She expressed concern about the village's financial exposure.
“I still have reservations," Schleimer said.
Mark Thielking, who is acting executive director for both the EIC and Energize NY, reacted positively to the news, saying he was "very pleased with the action" the board took.
A copy of the loan program's legislation, which is a template that does not list Mount Kisco by name, is available in the trustees' meeting packet, beginning on page 40.
