Mount Kisco Trustees Set To Vote On County Police Consolidation

MOUNT KISCO, N.Y. -- A vote from Mount Kisco's Village Board of Trustees on the proposed police consolidation with Westchester County is on the horizon.

The board will likely vote on a proposed contract for policing with Westchester County when it meets on Monday, village officials confirmed.

The vote, Mayor Michael Cindrich told Daily Voice on Friday, would involve having the board authorize the execution of the agreement, although doing so would be subject to approval from the Westchester County Board of Legislators (BOL).

If trustees give approval, Cindrich said it would then be subject to votes by the BOL and the county's Board of Acquisition and Contract. The latter board is a three-member entity that includes County Executive Rob Astorino and BOL Chairman Michael Kaplowitz.

A draft copy of the proposed deal, which is officially called an Intermunicipal Agreement (IMA), has been posted on the village's website and is available to read here.

The IMA does not include a notable part of the proposed consolidation, which is for village cops to resign and become county cops. Cindrich told Daily Voice that the switch is still part of the overall deal even if it is not in the IMA.

The IMA calls for the county's police department, which is official called the Department of Public Safety, to provide 17 cops to Mount Kisco. Specifically, there would be at least two cops assigned on patrol at a given time; three detectives dedicated; and five sergeants who would contributed to first-line supervision.

Under the IMA, county police would use the village's police station and take title to five village police vehicles. 

The IMA would run from this year to Dec. 31, 2019. The starting annual rate would be $6,437,548, include annual increases and conclude with a 2019 rate of $6,936,035.

To compensate the county, Mount Kisco would be responsible for making two payments due by July 1 and Dec. 1 for each contract year. The IMA allows for the contract to be terminated mid-cycle.

Although there will be a consolidation, the IMA explicitly notes that the village's police department is not being abolished. Law-enforcement tasks that are excluded for the county police's jurisdiction under the IMA include court security and parking enforcement.

The trustees' regular meeting is scheduled for Monday night at 7:30 p.m. at village hall. It will be proceeded by a work session, which is scheduled to start at 6 p.m. on Monday and will also be held at village hall.
