Officers were dispatched at 9 p.m. Sunday to a home on Heritage Hill Road on a report of a dispute, police said.
An investigation determined that Christopher Johnson, 49, of Hartsdale had assaulted the victim, pulling out a clump of hair while dragging the victim, police said.
Johnson was arrested and charged with third-degree assault and disorderly conduct.
He was released on $500 bond for a court appearance on Aug. 28.
