County Names New Public Safety Commissioner, Deputy Commissioner

County Executive George Latimer has appointed Tom Gleason as the new Commissioner of the Westchester County Department of Public Safety, and Terrance Raynor as the new Deputy Commissioner of Public Safety. The selection was announced at a Friday, Aug. 3 news conference in White Plains.

The two men were sworn into office by Administrative Judge Kathie Davidson.

Latimer, a Democrat from Rye and former Mount Vernon native who was elected in November 2017, handed the appointees their new shields while saying: “We have two gentleman taking on these responsibilities who are extremely well prepared."

"These are men who have been committed to service in police work for their adult lives," Latimer said. "They have both been involved with almost every aspect of policing at every level. Both of them know police work from the ground up, these are individuals who have experienced everything that our police experience. We are fortunate to have both of these men take on these responsibilities.”

Gleason, a native of Yonkers, said: “I’m extremely proud of the men and women of the County Police, and the work they do every day. I spent my whole professional career here with the Westchester County Police Department."

"I have a deep sense of pride and affection for this department, and I want to do all I can do to make it even better. I look forward to working with all the men and women of the Department to keep up moving forward, and utilizing social media to better to connect with the public," Gleason added.

Raynor, a Mount Vernon resident, said: “To the men and women of the Westchester County Department of Public Safety, I look forward to working with you. I look forward to continuing to enhance the professionalism of the police department, and working towards making Westchester County the finest County in the country.”

Latimer also made a point to thank Acting Public Safety Commissioner Marty McGlynn for his service to the County Police Department and to the people of Westchester.

Latimer said: “We owe a great debt of gratitude to Commissioner McGlynn. He was there every step of the way and did a fabulous job.”

Gleason is a graduate of Fordham University. He began his law enforcement career when he joined the Westchester County Department of Public Safety in January 1983 as a member of the Patrol Division. He rose through the ranks of Detective, Sergeant and Lieutenant after just 10 years on the job.

Former longtime Public Safety Commissioner George Longworth returned to his Dobbs Ferry law practice, Grant and Longworth.

Former Deputy Commissioner Joseph Yasinski recently was appointed police chief in Harrison.

Raynor graduated from Virginia State University and joined the Mount Vernon Police Department in 1984. Raynor spent time in patrol, uniformed task force and the Motorcycle Unit. 

Raynor was promoted in the city's Police Department numerous times serving as a Sergeant, Lieutenant and as Captain.

In 2002, Raynor was appointed Acting Chief of the Mount Vernon Police Department; the following year he was appointed as Chief. 

Raynor served as Mount Vernon Police Department’s Chief until he accepted a position as Chief Criminal Investigator for the Westchester County District Attorney in 2006. 

In 2013, Raynor returned to the Mount Vernon Police Department to serve as Police Commissioner.

Raynor received law enforcement training from the New York City Police Department, the FBI and the Drug Enforcement Administration. Raynor is a graduate of the Federal Bureau of Investigation’s 201st National Academy.

During his extensive career, Gleason worked and supervised in every division of the Public Safety department. His experience includes Patrol, General Investigations, Welfare Fraud, Civil Division (Sheriff’s Office), Narcotics, Office of Professional Responsibility and Special Investigations, Field Services and Support Services. Gleason was promoted to Captain in 2007 and Inspector in 2013. Gleason is a member of numerous law enforcement associations and committees including:

  • Westchester County Chiefs of Police
  • International Assn. of Chiefs of Police
  • NYS Counter Terrorism Zone 3 Exec. Committee
  • Westchester County Detectives Assn.
  • National Law Enforcement Assn.
  • Westchester Security Directors Assn.
  • FBI National Academy Alumnae Assn.
  • NYC Urban Area Working Group
  • Gleason also is a graduate of the prestigious FBI National Academy in Quantico, VA.

The Westchester County Department of Public Safety, also known as the Westchester County Police Department, is committed to protecting County parkways and County properties, including Westchester’s vast parks system and key facilities such as the Westchester County Airport.

In addition, it conducts municipal patrol operations in Mount Kisco and Cortlandt, and has School Resource Officers assigned to four schools in the northern part of the County, as reported here by Daily Voice.

County Police serve as a resource for local law enforcement in Westchester, especially pertaining to the Forensic Investigation Unit and the Special Operations Division, which covers the Aviation Unit, Hazardous Devices Unit, Marine Unit, Canine Unit and Special Response Team. County Police are also at the forefront in protecting citizens and critical infrastructure from acts of domestic and international terrorism.
